Oxfam’s Kenya Programme is a complex programme that incorporates both rapid and slow onset emergencies as well as longer term development and policy work.
Oxfam Kenya applies a one programme approach which means it has multiple activities that support a holistic approach to humanitarian, development and advocacy for long lasting change in poverty reduction.
Oxfam Kenya is engaging in the great changes taking place in Kenya including the devolution of government, preparation for peaceful elections, the discovery of Oil in the Arid Lands and the expansion of informal urban settlements.
Oxfam in Kenya works in the north, principally in Turkana, Dadaab and Wajir, Nairobi and on national level advocacy and coordination issues in multi stakeholder fora.
To this end, we are seeking to fill the following positions:
Program Manager – Dadaab Based
Contract: C2 National – Fixed term; 12 months
Reporting to the Humanitarian Coordinator, the Programme Manager will oversee the day to day planning and implementation of Oxfam’s refugee response programme and the host community support programme and ensure that project objectives are monitored and achieved. You will line manage the lead positions of WASH, Logistics, HR/Admin and Finance.
He/she will ensure that all work is carried out in a way that is sensitive to community needs and gender issues and in particular to promote the full and equal participation of women in all aspects of the programme work, as well as support in proposal writing, reporting and fund raising for humanitarian work in programme areas coupled with financial monitoring of the programme.
The post holder represents Oxfam Dadaab refugee programme on broader humanitarian issues and liaise with other INGOs, LNGOs and UN agencies working in Dadaab and Kenya.
You will lead in the analysis of risks in the programme areas and feed in to Oxfam disaster preparedness plan, monitor emergency’s work progress and to recommend any major changes with clear recommendations.
You will be in-charge of staff security and safety at all times and report regularly to the Humanitarian Coordinator on programme issues including written brief situation report, monthly programme progress against objectives on the humanitarian and security context.
To be successful in this role, you should have at least a first degree in a relevant field from a recognised university with intense experience in emergency and development work, coupled with understanding of relevant humanitarian and policy issues.
He/she should have experience with refugee programme, Kenyan and Somali culture and context with experience in capacity building and partnership approaches.
You will have excellent experience in proposal development, analytical and strategic planning skills, proven coordination, influencing and negotiation skills with diverse audiences. Willingness to travel at short notice, often in difficult circumstances is needed in this role.
Humanitarian Officer – Nairobi Based
Contract: D1 National – Fixed term; 12 months
Reporting to the Humanitarian Coordinator, this role represents Oxfam in coordination and planning meetings around humanitarian issues.
You will network with government departments, UN agencies and NGOs, making assessments of emergency situations and reporting with recommendations and proposals for Oxfam’s response.
The post holder will support Oxfam Kenya in rolling out its humanitarian commitments across its four strategic objectives – ASAL, Urban, Humanitarian, National Advocacy and Campaigns.
He/she will work with the country teams to ensure DRR/Resilience is incorporated into all programmes and that the practicalities of implementing the same are ‘disaster proofed’.
You will support the urban team in developing and implementing capacity building plans for partners as well as support the Humanitarian Coordinator in developing a preparedness & contingency plan for political violence scenarios around 2013 national elections, updating the humanitarian contingency plan based on lessons learnt from the 2011-12 drought response.
The role supports programme coordinators, their teams and partners to ensure mainstreaming of humanitarian disaster prevention, preparedness and mitigation into all programmes.
To be successful in this role, you should have atleast a first degree in a relevant field from a recognised university coupled with indepth experience of humanitarian emergency work and an understanding of all relevant issues.
You will also have demonstrated experience of integrating gender and diversity into emergency response programmes and commitment to humanitarian principles and action.
He/she will be sensitive to cultural differences and the ability to work in a wide variety of cultural contexts, excellent written and spoken English is essential, coupled with the ability to work with minimum supervision to achieve targets.
Partnership & Civic Education Officer
Lodwar Based
Contract: D2 National – Fixed term; 6 months
Reporting to the Deputy Programme Manager, you will support the Turkana Integrated Programme and its partners in institutionalising Oil and Gas lobbying and advocacy strategy.
You will analyse the environment, land, indigenous community, oil and gas investors’ issues and provide technical advice to Turkana integrated programme on specific issues of concern for advocacy and lobby.
The post holder will be conducting capacity and strategic fit assessments, identifying strategic local partner(s) on oil and gas, build capacity of the identified local CSOs to engage in promotion of local people’s rights, changes in legal frameworks and equitable distribution of benefits.
He/she will work with local leaders to build their capacity for negotiating with companies and government officials over deployment plans and distribution of oil benefits, as well as for mitigating conflicts within communities and between ethnic groups.
You will ensure project deliverables are achieved on time and within approved budget. You will assist in the monitoring and control of the project budget and schedule in order to ensure that targets are met.
The post holder will manage and deliver project tasks within agreed timescales and reporting system status and deviations to the line manager.
He/she will support in coordination and networking of local linkages within the other counties in ASAL on human rights, environment, land oil and gas extractive industry stake holders.
To be successful in this role, you will have atleast a first degree in a relevant field i.e social sciences preferably in development, law, political science, public administration or environmental studies.
You will have in-depth experience in a Legal, Justice, International Relations and Human Rights environment coupled with knowledge in ecological advocacy, natural resource management/extractive industry.
You will also need to have a good understanding of the Turkana local context and sensitivity to cultural diversity, ability to work under pressure, meet deadlines and organise civil society on advocacy and lobbying in oil and gas extractive industry.
Excellent communication, presentation skills and the ability to work independently are essential for this role.
 
Resilience Officer
Nairobi Based
Contract: D1 National – Fixed term; 14 months
Reporting to the ASAL Coordinator, the Resilience Officer will ensure that proper communication from the Project Management Unit (PMU) and Technical Support Unit (TSU) consortium issues and agreements discussed at Nairobi level are transmitted to the project sites.
You will ensure that the Country Programme and Consortium staff have a good understanding about Community Management Disaster Risk Reduction (CMDRR) methodology and proper application of all partners, as well as develop partnership relations with implementing partners.
The post holder will coordinate to ensure the development of a project strategy, plans and service agreements between Oxfam, the implementing partners and the donor within the overall programme framework.
He/she will encourage unique, innovative and experimental solutions to complex problems using judgement to manage risks to the program success, ensuring that gender is fully taken into account in all aspects of the program implementation.
You will manage project learning processes, produce relevant documentation and liaise effectively as well as maintain an understanding of national, regional and international policy debate and processes related to all components of the project.
To be successful in this role, you will have a degree in social sciences or other development related field coupled with in-depth understanding and experience of programming in humanitarian and/or development sector in particular on DRR, drought management or climate change adaptation.
You will also need an understanding and experience of working in a consortium and collaborating with the lead roles (i.e water lead) and as a partner, coupled with a proven record of designing, managing and reporting on complex programmes across dispersed locations and various implementing partners with the ability to develop and manage complex relationships and teams across a wide variety of actors, technical areas and cultures towards meeting targets on time and within budget.
You will also be sensitive to cultural differences and have the ability to work in a wide variety of cultural context.
Excellent communication skills in English (both spoken and written) are essential for this role.

Upper Tana Natural Resources Management Project

(UTaNRMP)

Job Opportunities
The Government of Kenya has received financial support from International Fund for Agricultural Development (IFAD) and the Spanish Trust Fund for the implementation of Upper Tana Natural Resources Management Project.
The overall goal of the project is to contribute to reduction of rural poverty in the Upper Tana River catchment.
This goal will be pursued through two development objectives which reflect the poverty-environment nexus:
(i) Increased sustainable food production and incomes for poor rural households living in the project area and
(ii) Sustainable management of natural resources for provision of environmental services.
The project will cover six counties namely: Embu, Tharaka Nithi, Meru, Kirinyaga, Murang’a and Nyeri. The project duration shall be eight (8) years (2012/2020).
The Project Coordination Team (PCT) will be based at Embu County.The PCT will be responsible for project coordination and management and will ensure that the project is implemented according to the Financing Agreement and within the Government regulations. The PCT will supervise, backstop and advise all implementing agencies on their roles in the project.
The government plans to utilize a portion of the funds to support placement of a PCT whose staff will be serving on one year contract renewable annually for the period of the project subject to satisfactory annual assessment.
The PCT will be composed of the following staff who must be Kenyan citizens and have capacity to work with minimum supervision to meet strict deadlines as well as willingness to work outside normal office working hours

Water Resources Coordinator (WRC) 

One (1) Post
Reporting to the Project Coordinator, the WRC will be responsible for coordinating the implementation of Sustainable Management of Water Resources activities.

Key Responsibilities

  • In collaboration with Community Empowerment Coordinator, Water Service Trust Fund (WSTF) and Water Resource Management Authority (WRMA), coordinate the formation and strengthening of WRUAs and preparation and implementation of sub-catchment management plans (SCMPs);
  • Coordinate with relevant parties such as KFS and KWS the preparation and implementation of remedial actions for environmental hotspots that impact on point sources of water;
  • Facilitate the revision of the operational guidelines for the matching grants managed by WSTF and PCT on the basis of implementation experience;
  • Coordinate the assessment of water resources in the sub-basins, and the development of the water resources management plan for each sub-basin;
  • Coordinate the implementation of water and pollution monitoring systems;
  • Ensure compliance with professional and technical standards by implementers in the design and implementation of water development projects;
  • Facilitate sensitization and training of communities with respect to their roles and responsibilities under the present and planned legislative framework in the sector;
  • Support implementing County Departmental Heads and other technical personnel, to determine practical interventions for protection, conservation and optimal use of water resources; and
  • Together with the Community Empowerment Coordinator, ensure gender mainstreaming and equality in all project activities.

Qualifications

  • Must have a first degree in Natural Sciences/Agricultural Engineering/Civil Engineering or a related field from a recognized university. Master’s degree in a relevant field will be an added advantage;
  • Management training certificate will be an added advantage;
  • Have at least 10 years working experience in a similar field, three (3) of which must be in senior management position handling community based projects;
  • Have experience in planning, design and implementation of community water schemes (domestic and irrigation) and in water resources management;
  • Be up to date with policies in the sector as well as be conversant with appropriate technologies applied in the sector; and
  • Be computer literate.

Land and Environment Coordinator (LEC)

One (1) Post
Reporting to the Project Coordinator, the LEC will be responsible for coordinating the implementation of Sustainable Management of Forest and Agricultural Ecosystems activities.

Key Responsibilities

  • In collaboration with other project implementers, undertake or update inventories of natural and environmental resources in the project area;
  • In collaboration with other implementing partners, raise awareness and capacity building on environment issues among the communities and other stakeholders;
  • Facilitate the monitoring of environmental variables in the project area and help to build a database on natural resources of the area;
  • Facilitate the revision of the operational guidelines for the matching grants managed by WSTF and PCT on the basis of implementation experience;
  • Coordinate the preparation and use of environmental impact assessments/Environmental Audits of project activities and ensure the integration of environmental aspects in all project activities;
  • Coordinate the project-assisted environmental, off-farm soil and water conservation interventions undertaken by communities with support from KFS, KWS and other national, NGO and donor partners;
  • In collaboration with other implementing partners, support the development and implementation of Participatory Forest Management Plans of gazetted forests and hilltops; and
  • Together with the Community Empowerment Coordinator, ensure gender mainstreaming and equality in all project activities.

Qualifications

  • Must have a first degree in Natural Resources Management/ (preferably in Biological Sciences)/ Forestry or a related field from a recognized university. Master’s degree in a relevant field will be an added advantage;
  • Management training certificate will be an added advantage;
  • Have at least 10 years working experience in a similar field, three (3) of which must be at senior management position handling community based project;
  • Must have experience in: community forestry and environmental conservation strategies, practices of forest management, have worked closely with other stakeholders including communities, KFS, NEMA, KWS and other agencies handling community based projects;
  • Be up to date with relevant sector policies; and
  • Be computer literate.

Accounts Assistants (AA)

Two (2) Posts

Key Responsibilities:
Reporting to the Project Financial Controller (PFC), the Accountant Assistants will be responsible for maintaining Project financial and accountings records at the PCT and in particular perform the following duties:

  • Be responsible for the maintenance of principal books of accounts and records on project expenditure as directed by the PFC;
  • Ensure the project’s financial procedures as detailed in the project Implementation and Financial Manuals are strictly adhered to by all project staff and executing agencies at the national and county level;
  • Under the direction of the PFC assist in the preparation of the annual work plans and budget in line with the guidelines provided by Ministry of Finance and IFAD for inclusion into the national and county Budgets;
  • Compiling the Statements of Expenditures (SOE) and Withdrawal Applications (WAs)for the PCT, the counties for submission and follow up with the Project Lead Agency, the Ministry of Finance and IFAD;
  • Perform: Bank Reconciliation of all county Bank Accounts, maintain the ledgers, maintain all records on Withdrawal Applications and other financial records for the project up to the Trial Balance stage;
  • Under the direction of the PFC assist in the preparation of monthly and annual financial reports as required by the GOK and IFAD project agreement;
  • Assist in ensuring that project accounting records in the project area are properly maintained for Internal Audit and External Audit as detailed in the Loan Agreement and GOK regulation;
  • Assisting in the preparation of monthly, bi-annual and annual financial reports as required by the GOK and IFAD; and
  • Perform other related duties as assigned by the PFC.

Qualifications

  • Must be holder of CPA (K) or its equivalent. Those with Bachelor of Commerce (Accounting option) degree, or relevant Master’s Degree will have an added advantage;
  • Must have a minimum of 3 years similar working experience in a government ministry/department handling GOK and donor projects;
  • Strong computer skills (spreadsheets, word and other accounting packages);
  • Ability to prepare financial statements as per International Accounting Standards;
  • Must have excellent report writing, communication skills and demonstrate a high level of integrity; and
  • Be a team player.

Secretarial Personnel

Two (2) Posts

Key Responsibilities:

  • the Secretaries will be responsible for manning the Project Coordinator’s office and giving services to the PCT;
  • Carrying out routine office duties including receipt and dispatch of mail, filling documents, receiving and attending to visitors and handling incoming and outgoing telephone calls;
  • Drafting routine correspondence for Project Coordinator’s signature;
  • Editing reports;
  • Assisting the Project Coordinator in administrative and office executive matters;
  • Offer logistical support to PCT travel arrangements, meetings/workshops/and conferences organization;
  • Handle PCT Personnel issues;
  • Carrying out elementary accounts operations;
  • Ensuring security of office documents and equipment;
  • Supervising other support staff serving at PCT; and
  • Any other duty as may be assigned by the Project Coordinator.

Qualifications

  • Must have a Kenya Certificate of Secondary Education(KCSE), Mean Grade C-(minus) or Kenya Certificate Examination (KCE) division III or its equivalent with at least C(plain) in English language or its equivalent qualification from a recognized institution;

Key responsibilities:

  • Telephone operating duties;
  • Clerical work and routine testing of the switchboard facilities;
  • Liaising with the maintenance engineers on switchboard maintenance;

Drivers

Key Responsibilities:

  • Carrying out routine checks on the vehicle’s cooling and oil systems, electrical system, tyre pressure and brakes;
  • Driving the vehicle as authorized;
  • Carrying out minor mechanical adjustments;
  • Detecting and reporting malfunctioning of vehicle systems;
  • Maintenance of work tickets for assigned vehicle;

Qualifications and Experience
  • Have at least a Bachelor’s Degree in a business related field or equivalent qualification.
  • Have an ACII qualification or be within reach of attaining full qualification.
  • Have a minimum of 3 years’ solid experience at branch manager level.
  • Have a passion for sales and marketing and a profound interest in pursuing a successful career in this area.
  • Have a demonstrable track record of superior performance in selling or marketing insurance.
  • Possess a refined business acumen and sharp commercial sense

Sales Manager Our client, a leading ICT company in Kenya urgently seeks to fill the position above.
Major Areas of Responsibility
  • Plan and implement marketing strategy, including advertising and PR.
  • Plan and implement sales and customer retention and development.
  • Plan and manage sales and marketing resources according to agreed budgets.
  • Contribute to formulation of policy and strategy as a management team member.
  • Recruit, manage, train and motivate direct reporting staff according to company procedures, policy and employment law.
  • Maintain administration and relevant reporting and planning systems.
  • Manage relevant reporting of management and financial information for the sales and marketing departments.
  • Select and manage external sales channels.
  • Manage new business development.
  • Maintain and develop corporate image and reputation, and protect and develop the company’s brands via suitable PR activities and intellectual property management.
  • Plan and manage internal communications and awareness of corporate direction, mission, aims and activities.
Minimum Requirements
  • Formal education or training: Bachelors degree in one or more of the following disciplines commerce social sciences, sales and marketing, information technology or equivalent combination of education and experience.
  • Previous work experience:  Four to six years related industry experience.  At least three years field sales experience or market/business development experience required. Microsoft Solutions sales experience is an added advantage.
  • Desirable skills: Honesty and unquestionable integrity in handling finances, proficiency in Microsoft applications and demonstrated leadership skills and flexibility.
